A man nobody protected, and a man nobody should have removed
Two failures, one system
Steven Hoskin was tortured to death in 2006 after more than forty agency contacts that presented opportunities for intervention. P, a 91-year-old WWII veteran, was unlawfully detained in a care home in 2013–14 over a financial exploitation concern that less restrictive alternatives — including deputyship — would have addressed. The same regime, before and after the Care Act 2014, produced both outcomes.
