English adult social care is one specific instance of that general pattern, and this essay sets out what the available evidence supports and what remains an interpretive hypothesis. To understand why the regime defaults to institutional placement, fails to see family care, and treats domestic competence as suspect, one starting point is the domestic competence of the demographic that wrote the rules.
